There are many ways to set up the look and feel of your site - using colour, images, different layouts and techniques such as using frames or tables.  The most important aspect though is to decide what look you want for the website and apply that look consistently.

In the case of a personal website, it is not unusual for the look and feel of the pages to tell something about the owner/author, without you ever reading the words. Of course, it is possible to make up a website that is the exact opposite of the author's character.

In the case of a corporate website, the organisation may already have something like a "style manual". That is, a document which specifies the use of company logos, the choice of typeface, colours etc to use in official publications. This is usually done to ensure that the corporate image is displayed consistently.

Pick a look and stick to it

Whatever the type of website (perhaps with the exception of one that promotes chaos) you should always aim to keep the user interface consistent (more about that on the navigation page).

If you have surfed the web for a while, you will probably know what I mean.  As you follow links on the site, you should be able to tell whether you are still looking at the same site or whether you have left it - the look and feel should tell you that.
